Ofcom 999 decision 'promises further user benefits'

The ruling by Ofcom over VoIP emergency calls may lead to additional benefits for IP telephony customers, it has been suggested.

Technology analyst Bill Pechey noted in an IT Week column that this decision meant the telecoms regulator had to alter its General Conditions of Entitlement so that they also apply to VoIP services.

While this ensures they have to comply with emergency call regulations, it also demands other services – such as the provision of an operator and directory enquiries line, as well as lower charges and extra support for disabled users.

Only firms that do not allow connections to the traditional PSTN telephone network can avoid these obligations – effectively meaning they refuse incoming calls.

"There is a danger that these extra regulations may cause some VoIP providers to withdraw support for incoming calls," Mr Pechey said.

However, he added that "Ofcom is aware of this but does not expect many to do so because of market pressures".
